งานวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม( Participatory Action research ) เรื่อง ปัจจัยที่มีผลต่อความสำเร็จในการส่งเสริมองค์กรปกครองส่วนท้องถิ่น กับงานด้านการพัฒนาสังคมและความมั่นคงของมนุษย์ ในจังหวัดอุบลราชธานี เพื่อศึกษาปัจจัยที่มีผลต่อความสำเร็จในการส่งเสริมองค์กรปกครองส่วนท้องถิ่นกับด้านการพัฒนาสังคมเพื่อความมั่นของมนุษย์ในจังหวัดอุบลราชธานี และ เพื่อศึกษาปัญหาและ อุปสรรคในการดำเนินการส่งเสริมการพัฒนาสังคมเพื่อความมั่นคงของมนุษย์ในองค์กรปกครองส่วนท้องถิ่นของจังหวัดอุบลราชธานี โดยการวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ((Qualitative research ) ใช้กลุ่มประชากรการมีส่วนร่วมในการวิจัย จากผู้มีบทบาทและปฏิบัติงานด้านการพัฒนาสังคม/ชุมชนในองค์การบริหารส่วนตำบล จำนวน 152 แห่ง ใน 25 อำเภอ โดยแบ่งเป็น 5 โซนๆละ 5 อำเภอ โดยใช้เครื่องมือการวิจัยคือ การถอดบทเรียนจากประชุมเชิงปฏิบัติการ (Work shop ) การประชุมกลุ่มย่อย( Focus group Discussion ) การสังเกตการณ์ ( Observation ) การสัมภาษณ์ ( interview ) กลุ่มประชากร จำนวน 760 ราย ผลการวิจัยพบว่า ปัจจัยที่มีผลต่อความสำเร็จในการส่งเสริมองค์กรปกครองส่วนท้องถิ่น กับงานด้านการพัฒนาสังคมและความมั่นคงของมนุษย์ ในจังหวัดอุบลราชธานี คือ.- 1.ปัจจัยด้านบทบาทผู้นำท้องถิ่น มีนโยบายให้การส่งเสริมงานด้านการพัฒนาสังคมไปสู่ความสำเร็จ โดยมีมุมมองการทำงานด้านการพัฒนาสังคมเพื่อความมั่นคงของประชากรในท้องถิ่นที่ดีและมีนโยบาย ที่ชัดเจนในทำงานด้านการพัฒนาสังคมให้มีความมุ่งมั่นที่จะพัฒนาสังคมชุมชนให้สำเร็จควบคู่กับด้านโครงสร้างพื้นฐานทางเศรษฐกิจในท้องถิ่น 2. ปัจจัยด้านการบริหารการจัดการ การสนับสนุนจากเจ้าหน้าที่ของภาครัฐ ภาคเอกชน และผู้มีส่วนร่วมได้เสีย (Staege Holder ) เช่นบุคลากรที่มีความพร้อมมีมุมมองที่ดีต่อการพัฒนา มีความกระตือรือร้นในการทำงาน มีศักยภาพและเป็นมืออาชีพ ในการขับเคลื่อนงานพัฒนาสังคมเพื่อความมั่นคงของมนุษย์ ในระดับท้องถิ่น ไปสู่ความสำเร็จ ด้านการงบประมาณ ที่ทุกส่วนมีการส่งเสริมสนับสนุนงบประมาณด้านการพัฒนาสังคมเพื่อความมั่นคงของมนุษย์ต้องมีความชัดเจน มีระเบียบการใช้จ่ายงบประมาณที่สอดคล้องกันและการติดตามการดำเนินงานให้เกิดเป็นรูปธรรม ด้านข้อมูลของท้องถิ่นจะต้องเป็นข้อมูลที่เป็นความจริงมีการจัดเก็บอย่างเป็นระบบตามมิติความมั่นคงของมนุษย์ 3.ปัจจัยด้านประชากรในท้องถิ่น ต้องมีจิตสำนึกต่อการมีส่วนร่วมในกิจกรรมสาธารณะของชุมชนทุกด้าน 4. ปัจจัย ด้านกระบวนการขับเคลื่อนทำงานต้องมีการบูรณาการกับทุกภาคส่วน ทั้งภาครัฐ ภาคเอกชน ภาคประชาชนและแกนนำในท้องถิ่น อย่างเป็นรูปธรรม โดยมีการประสานงาน การติดตามประเมินผลอย่างเป็นรูปธรรม ด้านปัญหาอุปสรรคที่ทำให้การส่งเสริมองค์กรปกครองส่วนท้องถิ่นไม่เกิดผลสำเร็จอย่างเป็นรูปธรรมคือ ด้านบุคลากรมีข้อจำกัดและยังขาดการพัฒนาศักยภาพองค์ความรู้ด้านการพัฒนาสังคมและชุมชน มีข้อจำกัดการบริหารงบประมาณ เช่นงบประมาณไม่เพียงพอ ขาดความชัดเจนในการใช้จ่ายงบประมาณ ระเบียบการดำเนินงานซ้ำซ้อน ประชากรบางส่วนยังขาดการมีส่วนร่วมในกิจกรรมต่างๆอันเนื่องมาจากภาวะเศรษฐกิจ การดำเนินงานขาดการบูรณาการ แนวทางแก้ไข คือ ให้ความสำคัญในการพัฒนาศักยภาพของบุคลากรให้เป็นมืออาชีพ เพิ่มพูนองค์ความรู้ในการพัฒนาสังคม จัดสรรงบประมาณอย่างชัดเจน จัดทำข้อมูลบนพื้นฐานความเป็นจริงโดยจัดเก็บอย่างเป็นระบบ กระตุ้นแนวคิดสร้างจิตสำนึกของการมีส่วนร่วมของประชากรในชุมชนให้เกิดการเรียนรู้ในการมีส่วนร่วมในการดำเนินกิจกรรมสาธารณะและการติดตามประเมินผลสรุปบทเรียนอย่างต่อเนื่อง <br><br>This study was the Participatory Action Research. The objective of this research were to study factor influencing toward the success in implementing Sub-District Administration Organization to the operation of social development and human security in Ubon Ratchathan and to study the problems and limitations of the operation of social development and human security in the local administration organization of Ubon Ratchathani. This research was the qualitative research. The participatory population were gathered from persons relating the social development and community in Sub-District Administration Organization, 125 areas in 25 Districts were divided into 5 zones per 5 Districts via the tool of research including Workshop, Focus group discussion, Observation and Interview. The total of population were 760 persons. From the research, it indicated that factor influencing toward the success in implementing Sub-District Administration Organization to the operation of social development and human security in Ubon Ratchathani were comprised with as the following: 1. Community leader factor, the policy relating the support of social development to reach the success and the view point of social development for community security were clearly and precisely, be concentrated in the social development operation along with the developing the infrastructure of local economic 2. Management factor, support from the government agency, privacy sector and stake holder such as a personal who belonged the good qualification and good vision to develop, eager to work, belong fully potential and be professional to the drive of social development for human security in local level. As for budget, every sectors which related to the support of budget should be certainly, the regulation of budget payment should be determined matching each other and it could be follow up all operations. As for local information, it should be real and it must be gathered systemically according to human security resolution. 3. Local population factor, it must be good conscious to the public in every activities of community 4. Performance drive factor, it must integrate the every sectors both government sector, private sector, people sector and local leader visibly by coordinating following and evaluating and as for problems and limitations, it included as for personal aspect, there were limitations and it still was insufficient the development of knowledge management potentiality relating the social development and community. The limitation of budget management such as insufficient budget, paid out the budget unclearly, the regulation of operation overlapped, some population still did not participate the various activities because of economic situation, the operation lacked of integration. The solution should be conducted as the following focusing the importance of personal potential development as professional, increasing the knowledge management of social development, appropriating the budget certainly, gathered the information in the fact and filed systemically, urged the conscious of participation in community for performing in public activities and following the evaluation of learning conclusion continuously.
