บทคัดย่อชื่อเรื่อง : รูปแบบการจัดสวัสดิการสำหรับผู้สูงอายุที่มีภาระเลี้ยงดูบุตรหลานผู้วิจัย : สำนักงานส่งเสริมและสนับสนุนวิชาการ 9ปี พ.ศ. : 2560 การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความต้องการด้านสวัสดิการสำหรับผู้สูงอายุที่มีภาระเลี้ยงดูบุตรหลาน เพื่อสร้างรูปแบบการจัดสวัสดิการที่เหมาะสมและจัดทำข้อเสนอแนะเชิงนโยบายในการจัดสวัสดิการสำหรับผู้สูงอายุที่มีภาระเลี้ยงดูบุตรหลาน เป็นการวิจัยเชิงคุณภาพ เก็บข้อมูลโดยการสัมภาษณ์เชิงลึก ผู้สูงอายุที่มีภาระเลี้ยงดูบุตรหลาน และการสนทนากลุ่มจากผู้ที่มีส่วนเกี่ยวข้อง เช่น ผู้บริหารและบุคลากรของ องค์กรปกครองส่วนท้องถิ่น ผู้นำชุมชน อาสาสมัครในชุมชน ตัวแทนชมรมผู้สูงอายุปราชญ์ชาวบ้าน ตัวแทนจากโรงพยาบาลส่งเสริมสุขภาพตำบลในพื้นที่ และบุคลากรของกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ ผลการศึกษาโดยสรุปมีดังนี้ ผู้สูงอายุในชุมชนที่มีภาระเลี้ยงดูบุตรหลานประสบปัญหาซึ่งแบ่งออกได้เป็น 3 ด้าน ดังนี้ 1) ด้านเศรษฐกิจ-รายได้ เนื่องจากไม่สามารถทำงานหารายได้เหมือนวัยแรงงาน 2) ด้านความรู้ความเข้าใจในการเลี้ยงดูบุตรหลาน เกิดปัญหาช่องว่างระหว่างวัย ก้าวไม่ทันเทคโนโลยี ไม่สามารถสอนการบ้านบุตรหลานได้ 3) ด้านสุขภาพ มีโรคประจำตัวสุขภาพไม่แข็งแรง ส่วนรูปแบบสวัสดิการที่เหมาะสม ที่ได้จากการศึกษาครั้งนี้ ประกอบด้วยการส่งเสริมอาชีพที่เหมาะสมกับผู้สูงอายุ ส่งเสริมให้เกิดการลดรายจ่ายในครอบครัวขึ้น ปลูกพืชผักสวนครัวในกระถาง หรือการเพาะถั่วงอกในตะกร้า ไว้บริโภคภายในครัวเรือน การเปิดโอกาสให้ผู้สูงอายุได้รับการแลกเปลี่ยนเรียนรู้หลักในการเลี้ยงดูบุตรหลานที่เหมาะสมในปัจจุบัน ชุมชนจัดทีมเยาวชนจิตอาสาในการสอนการบ้านให้แก่บุตรหลานผู้สูงอายุและการส่งเสริมการดูแลสุขภาพให้กับผู้สูงอายุโดยอาสาสมัครในชุมชน ข้อเสนอแนะเชิงนโยบาย จัดทำฐานข้อมูลผู้สูงอายุที่มีภาระเลี้ยงดุบุตรหลานทั่วประเทศจัดทำแผนการส่งเสริมและพัฒนาครอบครัว/ผู้สูงอายุที่เลี้ยงดูบุตรหลานทั้งระยะสั้น ระยะยาว ตามสภาพปัญหา จัดตั้งกองทุนการศึกษาแก่บุตรหลานที่ผู้สูงอายุรับภาระเลี้ยงดู ส่งเสริมและสนับสนุนการวิจัยเชิงการปฏิบัติการแก่ท้องถิ่นเพื่อการจัดการปัญหาผู้สูงอายุที่มีภาระเลี้ยงดูบุตรหลาน <br><br>AbstractTitle: Social Welfare Model for Older Persons Living with Young DependentsResearcher: Technical Promotion and Support Office 9Year: 2017 This research aimed to study the welfare needs of older persons living with young dependents in order to design an appropriate social welfare model, and to develop policy recommendations pertaining older persons with young dependents. Qualitative research methodology was used in the study and data collection was conducted through in-depth interviews among sampled older persons living with young dependents, and focus group discussions among relevant stakeholders such as executives and officials of local administrative organizations, community leaders, community volunteers, representatives of older persons’ clubs, representatives of local sub-district health promotion hospitals, and officials of the Ministry of Social Development and Human Security. Research findings were summarized as follows. Older persons living with young dependents in communities experience three difficulties: 1) economic problems- insufficient incomes due to their inability to find the same amount of income in comparison with those in the working age; 2) lack of child rearing knowledge and understanding resulting in generation gaps, technology illiteracy, and inability to help their young dependents with their homework; (3) health problems-having a disease and poor health conditions. For development of an appropriate social welfare model, it was found that age-appropriate vocational promotion should be encouraged; initiatives to reduce household expenses, for instance, growing vegetables in pots or growing sprouts in baskets for household consumption should be initiated; an opportunity for older persons to exchange knowledge and experience on proper child-rearing principles should be provided; establishment of youth volunteers to help with homework of the young dependents should be promoted; and healthcare promotion for older persons conducted by community volunteers should be encouraged. For policy recommendations, it was pointed out that the national database on older persons living with young dependents should be developed; a short- term, medium- term and long- term development plan for a family/older person living with young dependents should be developed to meet their needs; an fund dedicated for education for the young dependents should be established; and supports should be provided for local administrative organizations to conduct an action research project to better manage the issues of older persons living with young dependents.
