การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบกระบวนการทำงานเครือข่ายในการป้องกัน ปราบปราม และแก้ไขปัญหาการค้ามนุษย์และศึกษาเครือข่ายการประสานการดำเนินงานทั้งระดับนโยบาย และระดับปฏิบัติในการป้องกัน ปราบปราม และแก้ไขปัญหาการค้าเด็กและหญิงในประเทศไทย โดยเป็นการวิจัยประยุกต์ (Applied Research) ใช้รูปแบบการวิจัยแบบผสานวิธี (Mix Methodology) ดำเนินการศึกษาโดยใช้วิธีวิทยาการวิจัยเชิงปริมาณ (Quantitative Methodology) และการวิจัยเชิงคุณภาพ (Qualitative Research) ตัวอย่างและผู้ให้ข้อมูลหลัก คือ เครือข่ายการป้องกันและปราบปรามค้ามนุษย์ในพื้นที่ โดยเก็บข้อมูลจากตัวอย่างจำนวน 1,440 ตัวอย่าง และผู้ให้ข้อมูลหลักจำนวน 213 คน ผลการวิจัยพบว่า กระบวนการทำงานเครือข่ายในการป้องกัน ปราบปรามและแก้ไขปัญหาการค้ามนุษย์ มีรูปแบบกระบวนการทำงานเครือข่ายครอบคลุม ทั้ง 5 ด้าน ตามหลักมาตรฐานการป้องกันและปราบปรามการค้ามนุษย์สากล คือ ด้านนโยบาย ด้านการป้องกัน ด้านการดำเนินคดี ด้านการคุ้มครองช่วยเหลือ และด้านความร่วมมือ อยู่ใน 3 ระดับ คือ 1) ระดับนานาชาติ/ระหว่างประเทศ (โดยเฉพาะในพื้นที่จังหวัดชายแดน หรือการป้องกัน ปราบปรามและแก้ไขปัญหาการค้ามนุษย์ในรูปแบบการค้าแรงงาน) 2) ระดับชาติ และ 3) ระดับจังหวัด โดยกระบวนการทำงานของเครือข่ายในการป้องกันปราบปรามและแก้ไขปัญหาการค้ามนุษย์ในพื้นที่เกิดจาก คณะอนุกรรมการศูนย์ปฏิบัติการป้องกันและปราบปรามการค้ามนุษย์จังหวัด 76 จังหวัด ซึ่งแต่งตั้งโดยคณะกรรมการประสานและกำกับการดำเนินงานป้องกันและปราบปรามการค้ามนุษย์ เพื่อให้เป็นศูนย์กลางในการประสานงานกับหน่วยงานต่างๆ ตลอดจนอำนวยการ สั่งการและดำเนินการที่เกี่ยวข้องกับการป้องกันและปราบปรามการค้ามนุษย์ภายในจังหวัด<br><br>The objectives of this research project are; to study the coordination and pattern of partnership for anti-trafficking in person, to study the coordinative networks for anti-trafficking particularly in children and women in Thailand. The researchers have applied the mix research methods that cover both quantitative and qualitative research methodologies. The research samplings have been drawn from 1,440 members of anti-trafficking in person networks and 213 key informants who are part of the networks from different regions throughout the country. The research results find that the partnership coordination for anti-trafficking in person covers 5 standard measures for international anti-trafficking in persons; policy measure, prevention measure, prosecution measure, protection measure, and partnership. These partnership coordination have been active in all different levels include the international, the national, and the provincial levels. The partnership coordination particularly in case of trafficking in labor took place along the borders of Thailand and the neighboring countries. The partnership coordination has been centered around the provincial sub-committee on anti-tracking in person that have been chaired by the Governors and appointed in all 76 provinces. These anti-trafficking in person centers are important coordinating bodies for overseeing, directing, as well as operating in all anti-human trafficking activities within each province.
