โครงการวิจัยเชิงปฏิบัติการ “การจัดสวัสดิการชุมชนในโครงการของการเคหะแห่งชาติ” มีวัตถุประสงค์เพื่อ 1) ศึกษาแนวทางรูปแบบ วิธีการที่เหมาะสมในการจัดสวัสดิการชุมชน 2) ร่วมมือกับกลุ่มและองค์กรในชุมชนขับเคลื่อนให้เกิดชุมชนสวัสดิการ 3) พัฒนาศักยภาพความเข้มแข็งขององค์กรเพื่อจัดสวัสดิการชุมชนและ 4) ศึกษาแนวทางการเชื่อมโยงรูปแบบ สวัสดิการของชุมชนกับสวัสดิการขั้นพื้นฐานของรัฐบาลพื้นที่ดำเนินโครงการ ได้แก่ (1) โครงการบ้านเอื้ออาทรเศรษฐกิจ 3 (2) โครงการบ้านเอื้ออาทรอยุธยา (บ่อ โพง) (3) โครงการบ้านเอื้ออาทรรังสิตคลอง 3 และ (4) โครงการบ้านเอื้ออาทรสายไหม ผลการดำเนินโครงการพบว่า โครงการบ้านเอื้ออาทรทั้ง 4 แห่ง สามารถจัดตั้งกองทุนสวัสดิการได้สำเร็จ โดยใช้รูปแบบกองทุนสวัสดิการที่มาจากฐานการออมทรัพย์ซึ่งประชาชนมีส่วนร่วมจ่ายโดยขอบข่ายของการจัดสวัสดิการให้สมาชิกตั้งแต่เกิด – ตาย ที่มาของกองทุน มาจาก 3 ส่วนคือ ชุมชนโดยสหกรณ์และกลุ่มออมทรัพย์ของชุมชน รัฐท้องถิ่นและรัฐส่วนกลาง โดยการเคหะแห่งชาติ โดยนำเนินการบนปรัชญาที่ว่า “ให้อยู่อย่างมีคุณค่า รับอย่างมีศักดิ์ศรี” โครงการบ้านเอื้ออาทรเศรษฐกิจ 3 ดำเนินการบรรลุเป้าหมายสู่ความเป็นชุมชนสวัสดิการที่บูรณาการจาก 3 ภาคส่วนสู่กองทุนสวัสดิการชุมชน คือ ระดมจากกองทุนชุมชน รัฐท้องถิ่น โดยเทศบาลตำบลนาดีและรัฐส่วนกลาง โดยรัฐของท้องถิ่นสมทบงบประมาณเข้ากองทุนของชมชนได้จริงตามที่ตั้งเป้าหมายไว้ ส่วนโครงการอีก 3 แห่ง คือ โครงการบ้านเอื้ออาทรอยุธยา (บ่อ โพง) โครงการบ้านเอื้ออาทรรังสิตคลอง 3 และโครงการบ้านเอื้ออาทรสายไหม สามารถจัดตั้งกองทุนสวัสดิการได้สำเร็จ มีการบูรณาการงบประมาณจาก 2 ภาคส่วน คือ ชุมชน และรัฐบาลส่วนกลาง โดยการเคหะแห่งชาติ รัฐท้องถิ่นยังมีข้อจำกัดด้านงบประมาณ แต่สามารถสนับสนุนในด้านอื่น เช่น งบประมารในการพัฒนาชุมชน การส่งเสริมอาชีพเยาวชนเป็นต้น ปัจจัยสำคัญของการจัดตั้งกองทุนสวัสดิการชุมชน ที่มาจากฐานออมทรัพย์นั้น ชุมชนต้องมีการจัดตั้งกลุ่มออมทรัพย์เป็นกลุ่มซึ่งเป็นกลุ่มพื้นฐานสำคัญ ของการเป็นกองทุนหมุนเวียนของชุมชน เพื่อพัฒนาไปสู่การจัดตั้งเป็นกองทุนเพื่อจัดสวัสดิการให้สมาชิก และ มีสหกรณ์บริการเป็นองค์กรหลัก ในการหนุนเสริมและร่วมมือกันในการจัดตั้งและดำเนินงานกองทุนสวัสดิการชุมชน องค์กรภาคีภายนอกเป็นผู้สนับสนุน องค์กรของชุมชนเป็นแกนหลักในการดำเนินการบนหลักการ สวัสดิการชุมชน โดยชุมชนเพื่อชุมชน <br><br>This Action Research Project: Community Welfare in the National Housing Authoritys Projects had as its objectives l) to study the guidelines, forms and procedures most appropriate for making available community welfare, 2) to cooperate with groups and organizations within the community in driving for the formation of community welfare, 3) to develop the capacity in providing community welfare, and 4) to study the potential guidelines that can link the various community welfare forms with the govemnent fundamental welfare. The research target area covered (l) Ban Eu Arthorn Bor Pong Ayutthaya Housing Project, (2) Ban Eu Arthorn Setthakit 3 Housing Project (3) Ban Eu Arthorn Rangsit Klong 3 Housing Project, and (4) Ban Eu Arthorn Sai Mai Housing Project. Here are the results of the projects action. The findings of the project is that the four target areas-Ban Eu Arthomcan successfully organize their community welfare by using the form of community welfare which is based on saving that people are involved as welfare member since they are born until they are dead. The sources of community welfare are from local cooperative and saving group in community and the local govemment via National Housing Authority. It processes on a philosophy give with value and receive with dignity. Ban Eu Arthorn Setthakit 3 Housing Project achieved its integrated welfare community through local community, Na Dee municipal district and local government. The local govemment provided its fund to community welfare as planned. Ban Eu Arthom Bor Pong Ayutthaya Housing Project, Ban Eu Arthorn Sai Mai Housing Project, and Ban Eu Arthorn Bor Pong Ayutthaya Housing Project cannot achieve their communiqr welfare. There are two sources of budget: community and local government via National Housing Authority. Local government has a limited budget but can provide other support, such as budget for community development, vocational development, and youth development. The important factor of organizing community welfare which is based on saving is that the community has to set up its saving group which is important foundation for community revolving fund. The saving group will develop to the community welfare for members. There is cooperative as an important organization for supporting, organizing, and processing the community welfare. There are also other partners who support the community welfare. The community is the main organization for organizing community welfare on the principle of community welfare by community and for community.
