โครงการพัฒนาระบบกลไกบริหารงานวิจัยเพื่อสนับสนุนพัฒนานักวิจัยกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์เป็นงานวิจัยเชิงปฏิบัติการ มีวัตถุประสงค์ในการศึกษา คือ 1) เพื่อถอดบทเรียนระบบบริหารงานวิจัยของหน่วยงาน เพื่อเป็นต้นแบบในการพัฒนาระบบบริหารงานวิจัยของกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ 2) เพื่อศึกษาโครงสร้างกลไกระเบียบข้อบังคับของกระทรวงฯ เพื่อเป็นแนวทางสนับสนุนในการพัฒนาระบบบริหารงานวิจัยที่เหมาะสมต่อไป และ 3) เพื่อพัฒนาระบบกลไกบริหารงานวิจัยเพื่อสนับสนุนพัฒนานักวิจัย กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์มีการเก็บรวบรวมข้อมูลจากการสัมภาษณ์ผู้บริหารระดับสูง ข้าราชการ และเจ้าหน้าที่กระทรวงฯรวมถึงนักวิชาการ เครือข่ายที่เกี่ยวข้อง การทบทวนเอกสาร ถอดบทเรียนของงานวิจัยในอดีต สังเคราะห์ข้อมูลจากเวทีเสวนาวิชาการทางสังคม และประชุมเชิงปฏิบัติการเพื่อระดมความคิด เพื่อใช้เป็นแนวทางการวิจัยในอนาคตในช่วง 3-5 ปีข้างหน้าได้ ซึ่งจะยังคงเป็นประเด็นที่ทันสมัยและตอบโจทย์การแก้ไขปัญหาสังคมรวมถึงยังใช้เป็นแนวทางเชิงนโยบายในการพัฒนาประเทศในด้านสังคมได้ตลอดจนเกิดการบริหารจัดการงานวิจัยของกระทรวงฯ ทั้งจากต้นน้ า กลางน้ าและปลายน้ า และการบริหารจัดการภาคีเครือข่ายทางวิชาการ คำส าคัญ: การพัฒนาสังคม, ระบบบริหารงานวิจัย, กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย<br><br>The project to develop a research management system to support the development of researchers from the Ministry of Social Development and Human Security is an action research with 3 objectives, which are: 1) to learn from the research management system and create a model for social development and the development of the research management system of the Ministry of Human Security; 2) to study the structure, mechanisms and regulations of the Ministry as guidelines to support the further development of an appropriate research management system; 3) to develop a research management system to support the development of researchers from the Ministry of Social Development and Human Security. Data were collected from interviews with senior managers, civil servants and department officials,academicians, previous research, as well as lessons learned from past research, social forums and seminars. The results will be used as guidelines for drafting sectoral science, research and innovation plans for year 2023-2027. From this study, there are some important findings that can be used as the direction of research in the next 3-5 years, which will still be a modern problem and solve social problems. The plan can also be used as the policy guide for national social development, as well as the policy guide for managing the research management system of the Ministry from the upstream, and the management of partners in the middle and downstream and academic networks.Keywords: Social Development, Research Management System, Ministry of Social Development and Human Security
