รายงานการวิจัยเรื่อง “กลยุทธ์ในการส่งเสริมบทบาทสตรีมุสลิมต่อการพัฒนาสังคมในพื้นที่จังหวัดชายแดนใต้” มีวัตถุประสงค์ คือ 1) เพื่อศึกษาสถานภาพและบทบาทสตรีมุสลิมต่อการพัฒนาสังคมในพื้นที่จังหวัดชายแดนภาคใต้ 2) เพื่อศึกษากลยุทธ์การพัฒนาสตรีมุสลิมให้มีบทบาทต่อการพัฒนาสังคมในพื้นที่จังหวัดชายแดนภาคใต้ ผลการวิจัย พบว่า ? สรุปผลการวิจัยเชิงปริมาณ สถานภาพบทบาทการมีส่วนร่วมในกิจกรรมทางสังคมของสตรี พบว่า ส่วนใหญ่สตรีมุสลิมไม่เป็นสมาชิกกิจกรรมทางสังคม คิดเป็นร้อยละ 81.6 และเป็นสมาชิก คิดเป็นร้อยละ 18.4 บทบาทกลุ่มสตรีมุสลิมในพื้นที่ในการแก้ไขและป้องกันปัญหาที่มี พบว่า ส่วนใหญ่บทบาทรณรงค์ให้ครอบครัวให้ความสำคัญกับการเลี้ยงดูบุตร ให้ความรักความอบอุ่น คิดเป็นร้อยละ 27.81 บทบาทสตรีมุสลิมต่อการพัฒนาสังคม พบว่าร้อยละ 77 สตรีมุสลิมควรมีส่วนร่วมในการดำเนินกิจกรรมทางสังคม ในขณะที่ ร้อยละ 23 มีความคิดเห็นว่า ไม่ควรมีส่วนร่วมในการดำเนินกิจกรรมทางสังคม สตรีมุสลิมควรมีส่วนร่วมในการพัฒนาสตรีด้านการพัฒนาสังคมหรือการมีส่วนร่วมทางสังคม พบว่า ส่วนใหญ่การเสริมสร้างเจตคติและการยอมรับด้านความเสมอภาคระหว่างหญิงชาย คิดเป็นร้อยละ 22.94 การเสริมสร้างและพัฒนาศักยภาพกลไกและองค์กรสตรีมุสลิมทุกระดับที่มีผลต่อการส่งเสริมบทบาทสตรีมุสลิมต่อการพัฒนาสังคม พบว่า ส่วนใหญ่การจัดสรรทรัพยากรที่เหมาะสมเพื่อสนับสนุนการดำเนินงานขององค์กรและกลไกสตรีมุสลิมระดับต่างๆ ซึ่งจะนำไปสู่การพัฒนากลไกที่มีความเข้มแข็งในอนาคต คิดเป็นร้อยละ 20.86 ? สรุปผลการวิจัยเชิงคุณภาพ 1. สภาพปัญหาทั่วไปของสตรีมุสลิม พบว่า สตรีมุสลิมประสบปัญหาในเรื่อง “การดูแลเอาใจใส่ในการทำหน้าที่ของผู้ชายค่อนข้างมาก” 2. บทบาทสตรีที่ควรจะเป็นต่อการพัฒนาสังคม บทบาทชายและหญิง ต้องยอมรับว่า อัลลอฮฺ (ซ.บ) ทรงสร้างมนุษย์มา โดยกำหนดภารกิจรวมกัน กำหนดชายและหญิงให้มีความแตกต่าง ความต่างที่จะต้องเติมเต็มซึ่งกันและกัน เรื่องการตัรบียะฮฺลูกๆ ซึ่งจริงๆ แล้ว งานหลักของผู้หญิง คือ การดูแลลูก ท่านหญิงอาอีชะฮ์เคยบอกว่า “เข็มถักของสตรี มีศักดิ์ศรีเทียบเท่ากับดาบของบุรุษ” การสร้างอาณาจักรที่พร้อมด้วยบรรยากาศที่ดี และการสร้างลูกๆ ของเราให้เป็นคนที่มีความอ่อนน้อมถ่อมตน มีมารยาท ขณะเดียวกันต้องรู้จักอดทน ฝึกเด็กมีความอดทนอดกั้น มีความเป็นอยู่ที่เรียบง่าย อาศัยศิลปะชั้นสูงในการสร้างคนให้เป็นคนแบบนี้ได้ แน่นอนผู้หญิงต้องมีความรู้ และความรู้นี้เองที่จะกลายเป็นศักดิ์ศรีของผู้หญิง ซึ่งไม่ว่าจะเป็นชายหรือหญิงแน่นอน ถ้าขาดความรู้ก็เหมือนการขาดศักดิ์ศรี 3. บทบาทการเป็นตัวแทนในการพัฒนาสังคม การกำหนดบทบาทสตรีในการเป็นตัวแทน ที่ไม่ขัดกับหลักศาสนา และเป็นที่สังคมยอมรับของสังคมนั้น สิ่งสำคัญคือการวางตัว ปฏิบัติที่ถูกหลักการศาสนา กล่าวคือ เราในฐานะที่เป็นแม่ของลูก เป็นภรรยาของสามี และเป็นลูกของแม่นั้น สำหรับกลยุทธ์การพัฒนาสตรีมุสลิมให้มีบทบาทต่อการพัฒนาสังคมต้องมีการเปิดช่องว่าง หรือเปิดพื้นที่ให้แก่สตรีมุสลิมที่พร้อมช่วยเหลือสังคม ตามกรอบกลยุทธ์ ดังนี้ กลยุทธ์ที่ 1 ตามกรอบแนวคิดบทบาทการพัฒนาระดับปัจเจกบุคคล สามารถกำหนดออกมาเป็น กลยุทธ์ในการพัฒนาศักยภาพสตรีมุสลิมมุ่งเน้นการเสริมสร้างความรู้ เพื่อการดูแลตนเอง เสริมสร้างทักษะชีวิต เพื่อการดูแลตนเอง ส่งเสริมการใช้กลุ่มศึกษา (ฮาลาเกาะห์) เพื่อการพัฒนาตนเองและสังคม กลยุทธ์ที่ 2 ตามกรอบแนวคิดบทบาทการพัฒนาครอบครัว สามารถกำหนดออกมาเป็นกลยุทธ์ คือ การสร้างเบ้าหลอมเพื่อพัฒนาสมาชิกของสังคมที่มีคุณภาพด้วยการเสริมสร้างการเรียนรู้บทบาทและหน้าที่ของสมาชิกในครอบครัว เสริมสร้างความมั่นคงในการดำรงชีวิตและการประกอบอาชีพ กลยุทธ์ที่ 3 ตามกรอบแนวคิดบทบาทการพัฒนาท้องถิ่นหรือชุมชน สามารถกำหนดออกมาเป็น กลยุทธ์การมีส่วนร่วม เพื่อการยกระดับคุณภาพชีวิตของสมาชิกในสังคม การพัฒนาสตรีมุสลิมในการบริหารจัดการชุมชน และการพัฒนาสตรีต้นแบบ เพื่อการมีส่วนร่วมในการพัฒนา กลยุทธ์ที่ 4 ตามกรอบแนวคิดบทบาทการพัฒนาสังคมส่วนรวม หรือเครือข่ายสามารถกำหนด ออกมาเป็นกลยุทธ์เชื่อมร้อยเครือข่ายเพื่อสานพลังสตรีด้วยการเสริมสร้าง และพัฒนาเครือข่ายการทำงานของสตรีมุสลิม การสร้างการยอมรับทางสังคมของสตรีมุสลิม และการให้โอกาสสตรีในการมีส่วนร่วมเพื่อการพัฒนาสังคม ข้อเสนอแนะเพื่อการวิจัย จากการวิจัยพบว่าสิ่งที่เป็นคุณสมบัติสำคัญของสตรีมุสลิมในการทำงานเพื่อพัฒนาสังคม คือ การวางตัวปฏิบัติให้เหมาะสม ในแต่ละสถานที่ต่างๆ ตามแนวทางที่ถูกต้อง มีความอ่อนน้อมถ่อมตนสุภาพเรียบร้อย และต้องมีความเป็นผู้รักษาชื่อเสียงของสตรีมุสลิมให้อยู่ในแนวทางที่ถูกต้องตามหลักศาสนา ตลอดจนสตรีมุสลิมต้องยกระดับตนเองเพื่อพัฒนาสังคมโดยรอบด้วยการสร้างเครือข่ายต่อการพัฒนาสังคมจังหวัดชายแดนภาคใต้ ซึ่งจะต้องยกระดับการทำงานให้มีเครือข่ายจากทั้งภายในประเทศและต่างประเทศ ดังนั้นการศึกษาวิจัยครั้งต่อไป ควรมีการศึกษาวิจัยเชิงปฏิบัติการถึงเครือข่ายของสตรีมุสลิมต่อการพัฒนาสังคมจังหวัดชายแดนภาคใต้ เพื่อยกระดับการทำงานพัฒนาสังคมผ่านสตรีมุสลิมที่เข้มแข็งมากขึ้น<br><br>Abstract The current study aimed to 1) study the status and role of Muslim women in social development in the southern border provinces and 2) study the strategies for developing Muslim women to promote their roles in social development in the southern border provinces. The study revealed the following. ? Quantitative Results It was found that the Muslim women’s status in social activities is very low. The majority, which is 81.6 percent, are not parts of the activities while only 18.4 percent of the women engage in the activities. For their roles in preventing and solving social problems in the area, the study revealed that the majority (27.81 percent) play an important part in parenting and keeping a warm and loving relationship among family members. A percentage of 77 Muslim women opined that Muslim women should play a role in social development while 23 percent believed they should not. In term of Muslim women’s social development and participation, 22.94 percent of the Muslim women agree that people’s good attitude towards the roles of women in society and gender equality should be promoted. Lastly, the study showed that 20.86 percent of the Muslim women believe they should receive sufficient resources to enhance woman organizations and society at every level which will finally strengthen Muslim women as a whole. ? Qualitative Results 1. The general problem The study found that the Muslim women in the southern border provinces encounter a problem of irresponsibility of the Muslim men. 2. Expecting roles of Muslim women in social development It is undeniable that Allah has created males and females with the same purposes. However, they have different roles to play and fulfill each other’s life. In fact, the main role of Muslim women is to inculcate children. The prophet’s wife, Aishah, mentioned that “a woman’s needle is as dignified as a man’s sword”. This shows that women must be knowledgeable in order to build a good family and children so that they will grow up as humble, patient, and gentle people as well as have good etiquette. This kind of knowledge will definitely define women’s dignity since knowledge is dignity for both men and women. 3. Women as representatives in social development The most important thing for Muslim women when they play a role in social development is their behavior when they are among the people in the society. That means they must not do anything which is against the Islamic rules. Most importantly, they must always be aware of their primary role as a mother to children, a wife to a husband and a daughter to parents. The followings are the strategies in developing Muslim women to play a better role in social development. The first strategy is based on the individual development framework. This can be done by different approaches such as enhancing Muslim women’s knowledge, improving their life skills as well as promoting the implementation of a study circle (Halaqah) to develop both themselves and the society. The second strategy is based on the family development framework. To promote an awareness of the role among the family members or to create security in life and career are examples of approaches that can be set up to accomplish this strategy. The third strategy is based on the local and community development framework. Muslim women can be encouraged to participate in social development activities so they can play a role in improving a quality of life of every member in the society. Besides, they can be trained to be good at community management so they can involve in social development activities that will finally make them ideal Muslim women of the society. The last strategy is based on corporate and network social development framework. Building a Muslim women network is an important approach for this strategy. This will provide them opportunities and allow them to get involved in the social development. Recommendations for future research The current study revealed that the most important characteristic that Muslim women should have when getting involved in social development work is their proper behavior which based on Islamic core values such as politeness and humbleness as well as the awareness to protect Muslim women’s dignity according to Islamic rules. Moreover, Muslim women should improve themselves in every aspect especially in building networks both domestic and international in order to develop the society effectively. Therefore, action research should be carried out by studying the role of Muslim women network in social development in southern border provinces as to establish a harmonious society through the power of Muslim women.
