แผนงานวิจัยนี้ได้ศึกษาข้อกำหนดเกณฑ์คุณภาพของผลิตภัณฑ์ยางและพัฒนาร่างมาตรฐานผลิตภัณฑ์ยางไทยทั้งในระดับระหว่างประเทศ (ISO) และระดับประเทศ (มอก.) ได้แก่ แผ่นยางปูพื้นคอกปศุสัตว์ระดับระหว่างประเทศที่ประเทศไทยเสนอตัวเป็นผู้นำโครงการ (project Leader) ในการกำหนดมาตรฐานผลิตภัณฑ์ยางดังกล่าว โดยใช้ มอก. 2584-2556 แผ่นยางปูพื้นคอกสัตว์ เป็นแนวทาง ทั้งนี้การดำเนินการทั้งหมดใช้เวลาประมาณ 3 ปี ตั้งแต่จัดทำร่างมาตรฐานฯ ดังกล่าวฉบับ New Proposal (NP) ฉบับ Committee Draft (CD) ฉบับ Draft International Standard (DIS) ไปจนถึงฉบับ Final Draft International Standard (FDIS) ซึ่งในปีที่ 3 นี้ ผู้วิจัยได้จัดทำร่างมาตรฐานฯ ฉบับ DIS ให้ทาง ISO เวียนขอข้อคิดเห็น และทาง ISO มีมติให้ยกระดับสถานะของร่างมาตรฐานดังกล่าวจากฉบับ DIS เป็นฉบับ FDIS พร้อมทั้งให้ผู้วิจัยแก้ไขและตอบคำถามที่ได้รับจากประเทศสมาชิก ซึ่งผู้วิจัยได้แก้ไขและตอบคำถามของประเทศสมาชิกและได้จัดทำร่างมาตรฐานฯ ฉบับ FDIS ส่งให้ทาง ISO เวียนขอข้อคิดเห็นอีกครั้ง และทาง ISO มีมติให้ยกระดับสถานะของร่างมาตรฐานฯ จากฉบับ Final Draft International Standard (FDIS) เป็นฉบับพร้อมประกาศใช้ และจะมีการประกาศใช้มาตรฐาน ISO 22941:2021 Rubber sheets for livestock – Dairy cattle – Specification ในเดือนกันยายน 2564 นอกจากนั้น ผู้วิจัยยังได้จัดทำร่างฯ มอก.2584-xxxx แผ่นยางปูพื้นคอกสัตว์ฉบับปรับปรุง โดยอ้างอิงตาม ISO 22941:2021 เพื่อให้สอดคล้องกับมาตรฐานสากลส่งให้สำนักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรมพิจารณาและประกาศใช้เป็นมาตรฐานของประเทศต่อไป พร้อมทั้งยังได้จัดทำอุปกรณ์และเครื่องมือทดสอบผลิตภัณฑ์เพื่อให้ประเทศไทยมีความพร้อมในการทดสอบผลิตภัณฑ์หลังจากที่มีการประกาศใช้มาตรฐานฉบับดังกล่าวสำหรับมาตรฐานระดับประเทศนั้น ได้มีการปรับปรุงร่างมาตรฐานน้ำยางข้นธรรมชาติโดยเพิ่มเติมข้อกำหนดเกณฑ์คุณภาพของน้ำยางข้นธรรมชาติชนิดแอมโมเนียต่ำมาก (น้ำยาง ULA) เพื่อเป็นทางเลือกให้ผู้ประกอบการ และปรับวิธีทดสอบปริมาณแมกนีเซียม (magnesium) ให้เป็นวิธีที่มีความปลอดภัยสูงขึ้น พร้อมปรับแก้ไขข้อกำหนดเกณฑ์คุณภาพบางรายการให้สอดคล้องกับมาตรฐาน ISO 2004:2017 ได้แก่ ปริมาณยางจับก้อน (coagulum) ปริมาณตะกอน (sludge) จนได้ร่าง มอก. 980-xxxx ฉบับปรับปรุงใหม่ ที่มีความเหมาะสมกับขีดความสามารถของผู้ผลิตภายในประเทศ เพื่อส่งให้สำนักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรม (สมอ.) พิจารณาและประกาศใช้เป็นมาตรฐานระดับประเทศต่อไป และได้จัดทำร่างมาตรฐานน้ำยางข้นธรรมชาติเพื่อเตรียมนำเสนอ ISO ต่อไป<br><br> This project aims at studying the rubber product specifications and developing the international standard (ISO) draft for livestock rubber sheets and the Thai industrial standard (TIS) draft for natural rubber latex concentrate. Thailand has been the project leader to develop the international standard for livestock rubber sheet by using the information from TIS 2584-2556 (rubber sheet for livestock), as a guideline. The developing process generally takes approximately 3 years starting from the preparation of New Proposal (NP) and pushing forwards to Committee Draft (CD), Draft International Standard (DIS) and Final Draft International Standard (FDIS), respectively. In the 3rd year of this project, ISO/DIS Rubber sheets for livestock – Dairy cattle – Specification was amended and submitted by Thailand to ISO for balloting. The ISO/DIS was later approved and upgraded to ISO/FDIS. The ISO/FDIS was again amended according to comments from the country members and resubmitted to ISO for balloting. At the moment, the ISO/FDIS has finally been approved and will be published as ISO 22941:2021 Rubber sheets for livestock – Dairy cattle – Specification in September 2021. In addition, the draft of TIS 2584-xxxx has been established based on the information specified in the ISO 22941:2021. It will be proposed to TISI for consideration and implementation in the near future. Moreover, the equipment required for product performance tests specified in the ISO 22941:2021 has been created to support the Thai manufacturers when this standard is implemented. For the revision of natural rubber latex concentrate standard (TIS) draft, the specification of an ultra-low ammonia type has been added. A safer test method for magnesium content determination has been included. Other quality requirements have also been amended in accordance with those of the international standard ISO 2004:2017, i.e., coagulum content and sludge content. The final draft of this standard of which its specification conforms to the domestic maker’s capability has been successfully done and proposed to TISI for consideration and implementation. In addition, the new standard draft has been prepared for proposing to ISO.
