หัวข้อวิจัย : การบริหารจัดการพิพิธภัณฑ์มีชีวิตขุนยวมสู่การพัฒนาที่ยั่งยืนผู้วิจัย : อาจารย์ ดร.สราวุธ รูปิน คณะวิจิตรศิลป์ มหาวิทยาลัยเชียงใหม่อาจารย์ธวัชชัย ทำทอง คณะวิทยาการจัดการ มหาวิทยาลัยราชภัฏลำปาง อาจารย์ฐาปกรณ์ เครือระยา คณะศิลปศาสตร์ มหาวิทยาลัยแม่โจ้ รองศาสตราจารย์ ดร.สืบศักดิ์ แสนยาเกียรติคุณ คณะวิจิตรศิลป์ มหาวิทยาลัยเชียงใหม่บทคัดย่อ โครงการวิจัยการบริหารจัดการพิพิธภัณฑ์มีชีวิตขุนยวมสู่การพัฒนาที่ยั่งยืน มีวัตถุประสงค์ในการศึกษาคือ (1) เพื่อนำองค์ความรู้ที่ได้จากงานวิจัยพิพิธภัณฑ์มีชีวิตขุนยวมดำเนินกิจกรรมทางวิชาการ กิจกรรมฝึกอบรมเชิงปฏิบัติการ และจัดทำแนวทางกระบวนการบริหารจัดการพิพิธภัณฑ์มีชีวิตเมืองขุนยวมบนแนวคิดการพัฒนาอย่างยั่งยืน (2) เพื่อบูรณาการงานวิจัยและการดำเนินกิจกรรมพิพิธภัณฑ์มีชีวิตโดยกระบวนการมีส่วนร่วมระหว่างสถาบันการศึกษาอุดมศึกษากับองค์กรปกครองส่วนท้องถิ่น (อปท.) (3) เพื่อเสนอแนะหลักการจากเป้าหมายการพัฒนาอย่างยั่งยืน การจัดทำแผนขับเคลื่อนการพัฒนาอย่างยั่งยืนขององค์กรปกครองส่วนท้องถิ่น (อปท.) และดำเนินการเสริมสร้างการอนุรักษ์พัฒนากายภาพ เศรษฐกิจ สิ่งแวดล้อม อย่างเหมาะสมกับบริบทชุมชนในอำเภอขุนยวม จังหวัดแม่ฮ่องสอน การศึกษาวิจัยครั้งนี้เป็นงานวิจัยเชิงคุณภาพ (Qualitative Research) โดยใช้กระบวนการการวิจัยเชิงปฏิบัติการ (Action research) เพื่อสร้างการมีส่วนร่วมระหว่างผู้คนในชุมชน ภาคีที่เกี่ยวข้อง และคณะผู้วิจัย ผ่านกระบวนการเรียนรู้ด้านประวัติศาสตร์ชุมชน ภูมิทัศน์วัฒนธรรม มรดกวัฒนธรรม (สถาปัตยกรรมและศิลปกรรม) งานหัตถกรรมและศิลปะพื้นบ้าน ประเพณีและพิธีกรรม และการท่องเที่ยวทางวัฒนธรรม ในพื้นที่เขตอำเภอขุนยวม จังหวัดแม่ฮ่องสอน ผลการศึกษาวิจัยพบว่า (1) ได้นำองค์ความรู้พิพิธภัณฑ์มีชีวิตขุนยวมในด้านประวัติศาสตร์ ภูมิทัศน์ และวัฒนธรรมขุนยวมดำเนินส่งเสริมให้องค์การบริหารปกครองส่วนท้องถิ่นในการจัดทำแผนแม่บทการขับเคลื่อนการบริหารจัดการพิพิธภัณฑ์มีชีวิตขุนยวมสู่การพัฒนาที่ยั่งยืนระยะ 4 ปี (พ.ศ. 2565 – 2568) ร่วมกับการพัฒนาผลิตภัณฑ์งานหัตถกรรมและศิลปะพื้นบ้านของกลุ่มชาติพันธุ์ หลักสูตรผู้สืบสานภูมิปัญญางานหัตถกรรมและศิลปะพื้นบ้านขุนยวมสำหรับสถานศึกษาและแหล่งเรียนรู้เพื่อเพิ่มจำนวนผู้สืบสานภูมิปัญญางานหัตถกรรมและศิลปะพื้นบ้าน เป็นการขับเคลื่อนเศรษฐกิจชุมชนและการส่งเสริมการท่องเที่ยววัฒนธรรม ในด้านประเพณีและพิธีกรรมของชุมชนในเขตอำเภอขุนยวม มีแผนการส่งเสริมหน่วยงานการศึกษา ศิลปะและวัฒนธรรมกิจกรรมการส่งเสริมการเรียนรู้ประเพณี พิธีกรรมและอาหารในเส้นทางการท่องเที่ยวเชิงวัฒนธรรม การบริหารจัดการแหล่งท่องเที่ยวและพัฒนาเส้นทางการเรียนรู้ด้านการท่องเที่ยวเชิงวัฒนธรรม การพัฒนาหลักสูตรและการจัดฝึกอบรมการพัฒนาทักษะการเป็นมัคคุเทศก์ท้องถิ่น เพื่อส่งเสริมและพัฒนาให้กลุ่มชุมชนท่องเที่ยวได้เข้าใจอัตลักษณ์ของท้องถิ่นที่เป็นทุนทางวัฒนธรรมให้มีความรู้ความเข้าใจ การใช้ทุนทางวัฒนธรรมนี้มาพัฒนาเป็นสินค้าและบริการเพื่อการท่องเที่ยวเชิงวัฒนธรรมอย่างยั่งยืน (2) การบูรณาการงานวิจัยและการดำเนินกิจกรรมพิพิธภัณฑ์มีชีวิตโดยกระบวนการมีส่วนร่วมระหว่างสถาบันการศึกษาอุดมศึกษากับองค์กรปกครองส่วนท้องถิ่น (อปท.) โดยการจัดทำแผนการดำเนินงานวิจัย กิจกรรมการเรียนรู้และถ่ายทอดองค์ความรู้เพื่อให้ก่อให้ความเข้าใจและความร่วมมือกันทำงานระหว่างคณะวิจัยมหาวิทยาลัยเชียงใหม่ มหาวิทยาลัยแม่โจ้ และมหาวิทยาลัยราชภัฎลำปาง ร่วมกับองค์กรปกครองส่วนท้องถิ่น (อปท.) สถานการศึกษา นักเรียน ครู ผู้รู้และชาวบ้าน ให้เห็นถึงเห็นคุณค่าความสำคัญในการรักษาวัฒนธรรมในชุมชนของตนเองผ่านการจัดทำหลักสูตรและสาระการเรียนรู้ จำนวน 4 หลักสูตร แก่สาถาบันการศึกษาและแหล่งเรียนรู้ ได้แก่ หลักสูตรผู้สืบสานงานช่างหัตถกรรมและศิลปะพื้นบ้านขุนยวม แม่ฮ่องสอน สาระสังคมศึกษา ศาสนา และวัฒนธรรมช่วงชั้นที่ 4 (ม. 4 - 6) รายวิชามรดกทางวัฒนธรรมขุนยวม แม่ฮ่องสอน หลักสูตรหลักสูตรการอนุรักษ์ศิลปกรรม และหลักสูตรการพัฒนาทักษะการเป็นมัคคุเทศก์ท้องถิ่น เพื่อการท่องเที่ยวเชิงวัฒนธรรมอำเภอขุนยวม (3) ได้จัดทำแผนแม่บทการขับเคลื่อนการบริหารจัดการพิพิธภัณฑ์มีชีวิตขุนยวมสู่การพัฒนาที่ยั่งยืนระยะ 4 ปี (พ.ศ. 2565 – 2568) มุ่งสู่การ อนุรักษ์ สืบสาน ส่งเสริม และขุนยวมสู่การพัฒนาอย่างยั่งยืน ตั้งเป้าหมายในระยะเวลา 4 ปี 10 ข้อ (SDGs) ของประเทศ ได้แก่ 1 ขจัดความยากจน 2 ขจัดความหิวโหย 4 การศึกษาที่เท่าเทียม 5 ความเท่าเทียมทางเพศ 8 การจ้างงานที่มีคุณค่าและการเติบโตทางเศรษฐกิจ 10 ลดความเหลื่อมล้ำ 11 เมืองและถิ่นฐานมนุษย์ที่ยั่งยืน 12 แผนการบริโภคและการผลิตที่ยั่งยืน 16 สังคมสงบสุข ยุติธรรม ไม่แบ่งแยก และ 17 ความเป็นหุ้นส่วนเพื่อการพัฒนาที่ยั่งยืนคำสำคัญ: การบริหารจัดการ, พิพิธภัณฑ์มีชีวิตขุนยวม, การพัฒนาที่ยั่งยืน<br><br>Research Topic: Khun Yuam Living Museum ’s Management to Sustainable DevelopmentResearch Team: Dr. Sarawut Roopin, Faculty of Fine Arts, Chiang Mai University. Associate Professor Dr. Suepsak Saenyakiatikhun, Faculty of Fine Arts, Chiang Mai University.Abstract The objectives of this research project on Administration of Khun Yuam Live Museum towards Sustainable Development are (1) to implement the knowledge attained from the research project on Administration of Khun Yuam Live Museum towards Sustainable Development to the execution of academic activities, training activities and workshops, and the making of guidelines for the Administration of Khun Yuam Live Museum towards Sustainable Development; (2) to integrate research work with the execution of live museum activity through the participatory process between higher level educational institutes and local administrative organizations (LAOs); and (3) to suggest ways of practices based on the target of sustainable development, making of plans for driving sustainable development by local administrative organizations (LAOs) and the execution of the enhancement of the conservation and development in terms of physical, economic and environmental respects in the way appropriate to the context of the communities in Khun Yuam District, Mae Hong Son Province. This project is a qualitative research work whereby action research method is implemented in order to promote participation of members of communities, related parties and the research team, through the process of the learning of the histories of communities, cultural landscapes, cultural heritages (architecture and arts), handicrafts and folk arts, custom and traditions, and cultural tourism in the area of Khun Yuam District, Mae Hong Son Province. The findings from the research are as follows. (1) Concerning the bodies of knowledge relating to Kuhn Yuam Live Museum in the respects of history, landscape and culture of Khun Yuam, with the making of Master Plan for Driving the Administration of Khun Yuam Live Museum for Sustainable Development for the Period of 4 Years (2022 – 2025), together with the development of handicrafts and folk arts of ethnic groups, curricula concerning the successors of handicraft and folk art wisdoms of Khun Yuam for academic institutes and learning centers in order to increase the number of successors of wisdoms concerning handicrafts and folk arts and to create new souvenir products, which will build career opportunities for the youths and people of new generations who will be a group that drives the economy of their communities and promotes cultural tourism. Concerning ceremonies and traditions of communities in Khun Yuam District, there has been the implementation of a plan to support agencies that work on education, arts and culture through activities that promote the learning of culture, ceremonies and foods in the routes for cultural tourism in Khun Yuam District. The development of curricula and the arrangement of training courses to develop participants’ skills as local tour guides for cultural tourism. This promotes and develops the understanding that members of tourism communities have towards their local identities that can serve as cultural capital, which can be used for developing goods and services of cultural tourism in sustainable manner. (2) The research team has integrated the research work with the execution of the live museum activity with the participatory between graduate schools and local administrative organizations (LAOs), by making the research plan, setting learning activities and disseminating bodies of knowledge in order to build understanding and promote collaborations among members of the research teams, who are from Chiang Mai University, Maejo University and Lampang Rajabhat University, together with local administrative organizations (LAOs), academic institutes, students, teachers, experts and villagers, so that they will be aware of the importance of the conservation of traditions in their own communities, through the setting of curricula and learning subjects, for 4 curricula in total, for academic institutes and learning centers. Such curricula are the curriculum of successors of handicrafts and folk arts of Khun Yuam, Mae Hong Son Province, subject group of social study, religions and cultures for students in the Category 4 (Grades 10-12), subjects of cultural heritages of Khun Yuam, Mae Hong Son Province, curriculum of art conservation, and the curriculum for the development of local tour guides to promote cultural tourism in Khun Yuam District. (3) This is done through the Master Plan for the administration of Lhun Yuam Live Museum towards sustainable development in the period of 4 years (2022 - 2025) towards the conservation, dissemination, promotion and Khun Yuam toward sustainable development. The 10 predetermined targets (SDG) of the country for the period of 4 years (SDGs) are 1) No Poverty, 2) Zero Hunger, 4) Quality Education, 5) Gender Equality, 8) Decent Work and Economic Growth, 10) Reducing Inequality, 11) Sustainable Cities and Communities, 12) Responsible Consumption and Production, 16) Peace, Justice, and Strong Institutions, 17) Partnerships for the Goals.Keywords: Administration, Khun Yuam Live Museum, Sustainable Development
