โครงการ ศึกษาแนวทางการเผยแพร่และการประยุกต์ใช้หลักปรัชญาของเศรษฐกิจพอเพียงในเอเชียใต้: กรณีศึกษาประเทศศรีลังกาและภูฏาน มีวัตถุประสงค์เพื่อศึกษาแนวทางการเผยแพร่หลักปรัชญาของเศรษฐกิจพอเพียง (SEP) ไปยังศรีลังกาและภูฏาน โดยเน้น 3 แนวทางหลักคือ ภาครัฐ ภาควิชาการ ภาคประชาสังคม รวมถึงศึกษาการประยุกต์ใช้หลัก SEP ในพื้นที่ดังกล่าวและหาแนวทางที่เหมาะสมในการเผยแพร่หลัก SEP ไปยังประชาคมโลก ผู้ศึกษาได้เก็บข้อมูลทั้งทุติยภูมิและปฐมภูมิ รวมทั้งการสัมภาษณ์เชิงลึกผู้เชี่ยวชาญ 22 ท่าน และจัดประชุมกลุ่มย่อย ผู้ศึกษาใช้หลัก SEP และการประยุกต์ใช้โดยเน้นหลักบันได 9 ขั้นและการพึ่งตนเองในด้านต่าง ๆ รวมทั้งหลัก 3 ห่วง และ 2 เงื่อนไข จากการศึกษาพบว่า 1) แนวทางการเผยแพร่หลัก SEP ไปยังศรีลังกาและภูฏานนั้นมี 3 รูปแบบคือ ภาครัฐใช้ อำนาจละมุน ในเวทีโลกด้วยการอบรมระยะสั้น ทุนการศึกษา โครงการพัฒนาทรัพยากรมนุษย์ และส่งผู้เชี่ยวชาญไปยังต่างประเทศ สำหรับภาควิชาการเน้นการเผยแพร่หลักปรัชญเศรษฐกิจพอเพียงผ่านหลักสูตรการศึกษา สัมมนาและศึกษาดูงาน ส่วนภาคประชาสังคมเน้นการอบรมเชิงปฏิบัติการและฐานการเรียนรู้ 2) หลัก SEP นั้นสามารถขับเคลื่อนอย่างมั่นคงในภูฏานและศรีลังกา เนื่องจากแนวคิดดังกล่าวนั้นสอดคล้องกับหลักคำสอนของศาสนา ซึ่งมุ่งเน้นหลักพอเพียง ไม่ฟุ่มเฟือย การแบ่งปัน การทำทาน ฯลฯ อีกทั้งยังสอดคล้องกับวิถีชีวิตของผู้คนที่ดำรงอยู่ในแต่ละวัน 3) หลัก SEP สามารถประยุกต์ใช้ในศรีลังกาและภูฏานอย่างมีประสิทธิภาพ เนื่องจากสอดคล้องกับแนวคิดการพัฒนาในพื้นที่ ไม่ว่าจะเป็น นโยบายความสุขมวลรวมประชาชาติ ของภูฏาน หรือ แนวคิดซามูดี ในศรีลังกา 4) การประยุกต์ใช้ใน 3 พื้นที่ของศรีลังกานั้นมีความแตกต่างกันออกไป ซึ่งขึ้นอยู่กับทุนเดิมของพื้นที่และปัจจัยแวดล้อมอย่างอื่น บุคลากรยังขาดความรู้ อย่างไรก็ตาม พื้นที่ดังกล่าวถือว่ามีประสิทธิภาพในการพึ่งตนเองทางจิตใจ สังคมและทรัพยากรธรรมชาติ ส่วนทางเศรษฐกิจและเทคโนโลยีนั้นยังอยู่ในระดับต่ำ 5) ประเทศภูฏานนั้นมีประสิทธิภาพในการประยุกต์ใช้หลัก SEP เนื่องจากทั้ง BSFLC และศูนย์สาธิตและอบรมด้านเกษตรกรรมชิมิปังนั้นมีบุคลากรที่สามารถประยุกต์ใช้และมีศูนย์การเรียนรู้เพื่อเผยแพร่หลัก SEP มีการทำเกษตรอินทรีย์และทำงานเครือข่าย ซึ่งอยู่ในบันไดขั้นที่ 9 อีกทั้งยังมีโครงการพัฒนาสินค้าและผลิตภัณฑ์ใน 6 ชุมชนเพื่อตอบโจทย์วิสัยทัศน์ ภูฏานในทุกที่ 6) แนวทางเพิ่มศักยภาพของการประยุกต์ใช้และเผยแพร่หลัก SEP ในศรีลังกาและภูฏานคือ การให้ทุนการศึกษาหลัก SEP ระดับปริญญาตรีผ่านหลักสูตรของภาคประชาสังคมและมุ่งเน้นการติดตามประเมินผลผู้เข้าร่วมกิจกรรมหลัก SEP โดยเฉพาะกลุ่มชาวต่างชาติ อีกทั้งหน่วยงานจากประเทศไทยจำเป็นต้องสร้างศักยภาพในการขับเคลื่อนหลัก SEP ในพื้นที่ร่วมกับเครือข่ายเศรษฐกิจพอเพียงชาวศรีลังกาและภูฏานที่เคยได้รับทุนการศึกษา การอบรมระยะสั้นและอื่น ๆ คำสำคัญ: หลักปรัชญาของเศรษฐกิจพอเพียง, การเผยแพร่, การประยุกต์ใช้, ศรีลังกา, ภูฏาน<br><br>The Spreading and Applying of the Philosophy of Sufficiency Economy in South Asia: Case Study in Sri Lanka and Bhutan research project intends to investigate three approaches to spreading and applying the Philosophy of Sufficiency Economy (SEP) in Sri Lanka and Bhutan: government, academia and civil society. It also researches the application of SEP in these locations and looks for new ways to propagate SEP throughout the world. The research teams gathered data from primary and secondary sources, as well as conducting in-depth interviews with 22 experts and a focus group.
