การค้นหาปัญหาที่แท้จริงของสถานการณ์ปัญหาในชุมชนท่องเที่ยวบ้านเวียงลอ ซึ่งมีต้นทุนในชุมชนมากมาย ทั้งทุนทางประวัติศาสตร์ ประเพณีวัตนธรรม วิถีชีวิตท้องถิ่น และระบบนิเวศน์ทรัพยากรธรรมชาติที่สวยงามและอุดมสมบูรณ์ เป็นที่ท่องเที่ยวเชิงประวัติศาสตร์ที่ได้รับการสนับสนุนจากภายนอกหลายหน่วยงานอย่างต่อเนี่องเป็นระยะเวลาร่วมสิบปี แต่การพัฒนาจากภายนอกยังไม่ส่งผลกระทบเชิงบวกต่อชุมชน และพบว่าชุมชนอยากจะเริ่มขับเคลื่อนการพัฒนาชุมชนด้วยตนเอง แต่ยังไม่รู้จะเริ่มต้นอย่างไร ต้องใช้องค์ความรู้ใด ต้องใช้กระบวนการคิดอย่างไร จึงเกิดเป็นประเด็นเป้าหมาย (Goal Statement) ของโครงการคือ ทำอย่างไรให้บุคลากรในชุมชนบ้านเวียงลอมีองค์ความรู้และกระบวนการที่สร้างสามารถต่อยอดต้นทุนในชุมชนเพื่อสร้างมูลค่าให้กับชุมชนได้โดยไม่ต้องรอการช่วยเหลือจากภายนอกนักวิจัยเห็นว่าจุดเปลี่ยนสำคัญที่จะทำให้ชุมชนสามารถขับเคลื่อนได้ด้วยตนเอง คือจะต้องทำให้ชุมชนมีแนวคิดการพัฒนาจากความต้องการของชุมชนเองได้ โดยชุมชนต้องสามารถ1) สามารถค้นหาข้อมูลของชุมชนได้ (จากการฟัง ถาม สังเกต และค้นคว้า)2) สามารถวิเคราะห์ข้อมูลชุมชนได้ (จัดกลุ่มข้อมูล มองหาประเด็นจุดเด่น จุดด้อย ปัญหา อุปสรรคของชุมชนได้)3) สามารถกำหนดเป้าหมายหรือมีภาพของชุมชนในอนาคต เห็นการใช้ประโยชน์ต่อยอดจากต้นทุนและระบบนิเวศน์สนับสนุนที่มีอยู่4) สามารถวางแผนการทำงาน ภายใต้ศักยภาพของตนเองได้5) สามารถระบุสิ่งที่จำเป็นต้องขอความช่วยเหลือหรือการสนับสนุนจากภายนอกได้ ว่าต้องการการสนับสนุนในด้านใด จากใคร6) สามารถสร้างเครือข่ายความร่วมมือได้บทบาทของคณะผู้วิจัยในช่วงแรก คือการสร้างความเชื่อมั่นในศักยภาพของชุมชนที่จะขับเคลื่อนการพัฒนาด้วยตนเอง และกล้าที่จะเปิดรับสิ่งใหม่ พร้อมที่จะเรียนรู้ให้ทันกับกระแสของโลกที่เปลี่ยนไป นักวิจัยต้องมีบทบาทในการเป็นโค้ชเพื่อเสริมศักยภาพของคนในชุมชน ให้มีทักษะการเรียนรู้ตลอดชีวิต และมีความคิดสร้างสรรค์สามา รถระบุความต้องการและแนวทางการพัฒนาของชุมชนได้จากประเด็นปัญหาที่ได้ จากประเด็นการพัฒนาที่เกิดจากความต้องการของชุมชน พบว่าชุมชนเริ่มมองเห็นว่าต้นทุนในชุมชนที่สามารถเป็นจุดเด่นมิได้มีเพียงโบราณสถานเท่านั้น แต่ยังมีจุดเด่นที่ชุมชนต้องการนำเสนอตัวตนของชุมชนแก่บุคคลภายนอกทำให้เกิดการพัฒนาในประเด็นดังต่อไปนี้1. ศูนย์เรียนรู้เกษตรชุมชนโรงเรียนชาวนา2. ศูนย์เรียนรู้การก่อสร้างด้วยภูมิปัญญาโบราณ3. การพัฒนาผลิตภัณฑ์ขนมขบเคี้ยวจากฐานข้าวแคบโบราณเวียงลอ4. การพัฒนาการท่องเที่ยวชุมชนที่น่าสนใจและตอบโจทย์นักท่องเที่ยวจากประเด็นการพัฒนาที่ชุมชนต้องการ นักวิจัยได้ใช้ความเชี่ยวชาญเฉพาะทางเข้ามาช่วยแก้ปัญหาหรือพัฒนาให้ดียิ่งขึ้นปัจจัยแห่งความสำเร็จในการพัฒนานักสร้างการเปลี่ยนแปลงในชุมชน1. ใช้การ ระเบิดจากข้างใน ตามหลักการทรงงานของพระบาทสมเด็จพระบรมชนกาธิเบศร มหาภูมิพลอดุลยเดชมหาราช บรมนาถบพิตร เสริมสร้างความเข้มแข็งให้คนในชุมชน ใช้กระบวนการพูดคุยเพื่อให้ชุมชนได้ค้นหาต้นทุนของตนเอง ชุมชนเป็นผู้กำหนดเป้าหมายของชุมชน ประเมินศักยภาพของตนเอง และชุมชนเป็นผู้ระบุความช่วยเหลือที่ต้องการจากหน่วยงานภายนอกเพื่อให้บรรลุเป้าหมายของชุมชน2. การสร้างทีมทำงานชุมชนด้วยคนต่างวัย ชักชวนคนรุ่นใหม่ในชุมชนให้เป็นกำลังสำคัญในการขับเคลื่อนการพัฒนา เพื่อเชื่อมโยงความรู้ทักษะของโลกปัจจุบัน เข้ากับองค์ความรู้ภูมิปัญญาของผู้สูงวัยในชุมชน3. มุ่งเน้นพัฒนาโมเดล ศูนย์การเรียนรู้ เพื่อเป็นแหล่งเรียนรู้ภายในชุมชน ให้ผู้คนชุมชนมีบทบาทเป็นวิทยากรชุมชน ถ่ายทอดความรู้แก่คนอื่นๆและขยายผลสู่ชุมชนอื่น โดยมีนักวิจัยและมหาวิทยาลัยเป็นผู้สนับสนุนการพัฒนาหลักสูตร และพัฒนาองค์ความรู้ในเชิงวิชาการแล้วถ่ายทอดให้กับวิทยากรชุมชนองค์ประกอบสำคัญที่จะทำให้นักสร้างการเปลี่ยนแปลงชุมชน บรรลุประเด็นเป้าหมายดังกล่าวได้ ต้องประกอบด้วย 2 องค์ประกอบหลัก คือ นวัตกรต้องมีทักษะนักสร้างการเปลี่ยนแปลง และ ต้องมีระบบนิเวศน์ที่สนับสนุนการ สร้างการเปลี่ยนแปลงของนวัตกร การมองภาพการพัฒนาชุมชนท่องเที่ยวเวียงลอ เพื่อให้เห็นถึงปลายทางความสำเร็จ คือการเป็นแหล่งท่องเที่ยวเชิงการเรียนรู้นิเวศน์ประวัติศาสตร์ที่สามารถจัดการตนเองได้อย่างยั่งยืน<br><br>Ban Wiang Lo Tourism Community have historical sites, tradition local way of life and beautiful and abundant nature. It is a historical tourist attraction that has been supported by many external agencies continuously for a period of ten years. But external development has not had a positive impact on the community.It is found that the community would like to start driving community development by themselves but do not know how to start What knowledge is required. Therefore, the Goal Statement of the project is How can the people in the Ban Wiang Lo community have the knowledge and process that can be built to extend the costs in the community to create value for the community by themselves?Researchers see a key turning point in enabling communities to be self-driving. That is, the community must be able to develop ideas from the needs of the community itself and become a changemaker. The community changemaker must be able to1) Able to search community information (from listening, asking, observing and researching).2) Able to analyze community data (identify strengths, weaknesses, problems, and obstacles of the community)3) can set goals of the community in the future and able to the utilization of the costand the existing support ecosystem4) Able to plan work under their own potential5) Be able to identify what external assistance or support they need and whom they need. 6) Able to build a network of cooperationThe role of the research team in the first phase is to build confidence in the communitys potential to drive self-development. and confident to learn new things to keep up with the changing world trends. Researchers must play a role as a coach to empower people in the community to have lifelong learning skills and creative, able to identify the needs and development of the community from the problems.Results from the first phase showed that the community aware that attractions in their community is not only ancient sites but there is also their culture, their living style that can be an attraction to tourists. From this point of view, the development plan of the following issues has been made.1. Community Agriculture Learning Center, Farmer School2. Building Learning Center with Ancient Wisdom3. Development of snack products from the ancient Wiang Lo rice base4. Development of community tourism that is interesting and meets the needs of touristsBased on community needs, we matched researchers with the issues based on their specialization to help solve problems or improve them. Success Factors in Developing Community Changemakers are as follow:1. The new generation in the community to be an important force in driving development. to connect knowledge and skills in todays world with the knowledge and wisdom of the elderly in the community3. Focus on model development Learning Center to be a learning center within the community Let the people in the community play a role as a community speaker, transferring knowledge to others and expanding the results to other communities. with researchers and universities to support the development of the curriculum and develop a body of academic knowledge and then pass it on to community speakers, key elements that will make community change creators achieve such goals. It must consist of two main components: innovators must have changemaker skills and there must be an ecosystem that supports innovator transformation.
