โครงการกลไกการแลกเปลี่ยนอัจฉริยะเพื่อการพัฒนาธุรกรรมทางเศรษฐกิจอย่างยั่งยืน มีเป้าหมายในการพัฒนาแพลตฟอร์มสำหรับการดำเนินธุรกรรมด้านการเกษตรที่สร้างความเชื่อมโยงของระบบห่วงโซ่อุปทานตั้งแต่ต้นน้ำ กลางน้ำ และปลายน้ำ เพื่อลดการเผชิญการกดราคา ในขณะเดียวกันส่งเสริมความเป็นผู้ประกอบการให้แก่เกษตรกรเพื่อให้เกิดการพัฒนาอาชีพให้ไกลกว่าการเป็นเพียงแค่ผู้ผลิตผลผลิตทางการเกษตรโครงการจึงได้พัฒนาเว็บแอปพลิเคชัน Agrism ช่วยให้เกษตรกรสามารถทำการซื้อ/ขายสินค้าเกษตร โปรโมทแหล่งท่องเที่ยวเชิงเกษตร แลกเปลี่ยนเครื่องมือ การติดต่อจ้างงาน รวมถึงการประเมินตนเองสู่การเป็นแหล่งท่องเที่ยวเชิงเกษตร เพื่อสร้างการรับรู้ผลผลิตทางการเกษตรท้องถิ่น เพิ่มโอกาสในการขายสินค้าและบริการของเกษตรกรจังหวัดปทุมธานี โดยผ่านการประชุมกลุ่มย่อยกับทางหน่วยงานจังหวัดปทุมธานีจำนวน 4 ครั้ง ได้แก่ (1) การรับฟังความคิดเห็นถึงปัญหาการพัฒนาการเกษตรและท่องเที่ยวของจังหวัดปทุมธานี (2) การเริ่มต้นพัฒนาเว็บแอปพลิเคชันและขอความคิดเห็นระหว่างการพัฒนา (3) รับฟังความคิดเห็นและร่วมตรวจเช็คระบบและการให้บริการเว็บแอปพลิเคชัน Agrism และ (4) การส่งมอบเว็บแอปพลิเคชัน Agrism แก่สภาเกษตรจังหวัดปทุมธานี สำนักงานจังหวัดปทุมธานี รวมถึงทำการลงพื้นที่เพื่อสัมภาษณ์ปราชญ์ชาวบ้าน และตัวแทนชาวบ้านจำนวนกว่า 10 ท่าน เพื่อรับฟังถึงปัญหาการลงทุนด้านการเกษตรในแต่ละด้าน และการยอมรับถึงการพัฒนาของเทคโนโลยี เพื่อให้ทราบถึงข้อจำกัดในแต่ละด้านของการพัฒนาในแต่ละมิติทั้งเชิงวิชาการ เชิงลงมือปฏิบัติการ และการใช้งานจริง ผลการวิจัย พบว่า หน่วยงานท้องถิ่นเล็งเห็นถึงประโยชน์และการพัฒนาของ Agrism ที่จะช่วยลดทอนขั้นตอนการทำงานให้มีประสิทธิภาพในการเก็บรวบรวมข้อมูลเกษตรที่ครบถ้วนมากยิ่งขึ้น หากแต่ในเชิงเทคโนโลยีและองความรู้ทางด้านตลาดออนไลน์ จำเป็นต้องมีการลงพื้นที่เพื่อทำความเข้าใจในประเด็นดังกล่าวมากขึ้น โดยที่ผ่านมา ผู้วิจัยได้ทำการลงพื้นที่พบปะเกษตรจำนวนกว่า 400 ราย เพื่อเผยแพร่ข้อมูลและสอนวิธีการใช้งาน ซึ่งมีผลการใช้งานก่อนและหลังในเอกสารการรายงานนี้ นอกจากนี้ ผู้วิจัยยังสร้างแนวทางการต่อยอดโครงการ ด้วยผนวกแพลตฟอร์มทั้ง 11 โครงการนี้ ส่งมอบในการพัฒนาเมืองอัจฉริยะแก่จังหวัดปทุมธานี และร่วมเป็นคณะกรรมการด้านการพัฒนาเมืองอัจฉริยะในแต่ละเสาหลัก เพื่อช่วยในการขับเคลื่อนจากปประสบการณ์ของผู้ลงพื้นที่และร่วมพัฒนาจังหวัดปทุมธานีร่วมกัน<br><br>This project titled Intelligent Exchange Mechanism for Sustainable Economic Transaction Development aims at developing a platform for facilitating agricultural business transactions as well as promoting agricultural tourism for local farmers and relevant businesses. The platform shall stem from the linkage of supply chains across the upstream, midstream, and downstream. It is expected that the usage of the platform shall cultivate local farmers in Pathum Thani with the agricultural entrepeneurialship, which renders them to be beyond the traditional agricultural producers. Agrism, a web application, was developed to serve this purpose. This application was regarded as a platform for trading and buying agricultural products, agricultural tourism promotion, agricultural tool exchanges, a market for temporary labor in the agricultural sector, as well as a platform for the farmers to do self-evaluation on the readiness to turn their farms to an agricultural tourist spot. The development of the application was based on a Design Thinking approach with the emphasis on participatory design with the local government. The project operation involved; but not limited to, 1) the public hearing on the challenges of agricultural and tourism development, 2) the focus group and a series of in-depth interviews on application development, 3) the testing and refining the application prototypes with the local people and government, and 4) the application diffusion to the local farmer and the discussion on the further dissemination with the Farmers Council of Pathum Thani Province. The forth operation helped us identify the problem related to the application usages and the application acceptance. Those responses deepened our understanding on the different points of view on agricultural development in terms of academic, bureaucratic, local practices. At the last stage of the project, a series of application diffusion workshops was conducted with 400 local farmers in order to teach our targets to use as well as to understand the users’ points of view. After the workshop, the online survey based on the use of Technology Acceptance Model (TAM) was launched to collect the user feedback and evaluate the application acceptance. The results found that local farmers were aware of the Agrism application usefulness in terms of an alternative sales channel strategy, an platform to foster agricultural tool exchanges, and a market for hiring temporary laborers. Nevertheless, the researchers noticed that it could take a bit of time for the farmers to get familiar with the platform. On the other hand, the local government pointed out that the application is beneficial as a platform for database collection, which offers an opportunity to track situations on agricultural sale. This can serve as an essential data for further policy analysis and policy formation on the development of the agricultural sector. Besides, we constructed a collaboration with the Farmers Council of Pathum Thani Province for the further application diffusion. We also bundled our 11 projects together and gave the right to use to Pathum Thani Province. While, the wider project leader has devoted herself to be part of the intelligent urban development committee with the good intention to support them with our experiences for the projects’ operation.
