งานศึกษานี้มีเป้าหมายสำคัญ คือ การพัฒนาพื้นที่รอบสถานีขนส่งมวลชน (TOD) ในเขตเทศบาลนครแหลมฉบังและพื้นที่ใกล้เคียงเพื่อส่งเสริมการพัฒนาระบบขนส่งสาธารณะในจังหวัดชลบุรีให้เกิดประสิทธิภาพสูงสุด และเพื่อให้เกิดการคุ้มค่าการลงทุนเพิ่มมากขึ้น เนื่องจากการลงทุนด้วยระบบขนส่งสาธารณะเพียงลำพังนั้นจะส่งผลให้โครงการขาดทุนได้มาก ในการคัดเลือกสถานีเพื่อพัฒนาพื้นที่รอบสถานีขนส่งมวลชนในงานศึกษานี้อาศัยหลักเกณฑ์การพิจารณา 4 ปัจจัยหลัก ได้แก่ 1) ศักยภาพที่ดิน 2) การใช้ประโยชน์ 3) ความหนาแน่น และ 4) เอกลักษณ์ที่ดิน สถานีรถไฟฟ้าที่ถูกคัดเลือกมาเพื่อพัฒนาพื้นที่รอบสถานีขนส่งมวลชน ได้แก่ สถานีเกาะลอย - ที่ว่าการอำเภอศรีราชา แม้ว่าคะแนนจะอยู่ในลำดับที่ 4 แต่บริเวณโดยรอบของสถานีนี้ส่วนใหญ่เป็นพื้นที่ที่มีบริการสาธารณะ และสถาบันราชการ ที่มีความหนาแน่นระดับปานกลางที่จะสามารถพัฒนาศักยภาพต่อไปให้เป็นพื้นที่กระชับของเมืองทางด้านที่อยู่อาศัย หรือ ที่อยู่อาศัยกึ่งพาณิชยกรรมได้อย่างมีประสิทธิภาพ การออกแบบผังแนวคิดการพัฒนาพื้นที่รอบสถานีขนส่งมวลชนจะยึดหลักการการมีโครงสร้างพื้นฐานระบบสาธารณูปโภคที่ครบถ้วนและทั่วถึง การยกระดับและส่งเสริมพื้นที่ทางเศรษฐกิจ และการพัฒนาและบูรณาการการท่องเที่ยวและสิ่งแวดล้อม ผสมผสานกับการได้รับข้อคิดเห็นและข้อเสนอแนะจากประชาชนผู้ได้รับผลกระทบโดยรอบพื้นที่ ซึ่งการออกแบบผังแนวคิดในการพัฒนาพื้นที่รอบสถานีขนส่งมวลชน (TOD) ในระยะรัศมี 1 กิโลเมตร โดยสรุปแล้ว การพัฒนาพื้นที่รอบสถานีขนส่งมวลชนแบ่งออกเป็น 4 ด้าน ได้แก่ ผังเสนอแนะการพัฒนาย่าน ผังพื้นที่โล่งและพื้นที่สีเขียว ผังเสนอแนะโครงข่ายคมนาคมขนส่ง ผังเสนอแนะระบบสัญจร และผังเสนอแนะระบบสัญจรทางน้ำ โดยสรุปแล้ว ในภาพรวมของงานวิจัย คณะผู้วิจัยวางแผนให้มีการใช้ประโยชน์พื้นที่ให้มากขึ้น 50 เปอร์เซ็นต์จากประชากร 20,000 คน เป็น 30,000 คนภายในรัศมี 1 กิโลเมตร เพื่อการส่งเสริมจำนวนประชากรให้เข้ามาทำกิจกรรมภายในพื้นที่ให้มากขึ้น ซึ่งก็จะเป็นการเพิ่มโอกาสให้ประชาชนได้ใช้บริการของระบบขนส่งมวลชนเพิ่มมากขึ้น ซึ่งจะมีส่วนช่วยให้การพัฒนาระบบขนส่งมวลชนมีความคุ้มค่ามากขึ้น<br><br>This study aims to develop the transit-oriented development in Laemchabang Municipality and the vicinity areas to promote the development of public transit system in Chonburi to be the most efficient and more worth to invest because the public transit system investment alone can never be worth to invest. There are four criteria of station selection to conduct the transit-oriented development as follows: 1) Land potential 2) Land use 3) Density and 4) Land identity. Consequently, Koh Loy and Sriracha District Office station was selected for transit-oriented development although the station was ranked as number 4 but the location of this station has the public service areas and public agencies and is medium density which has the potential to develop as the residential area and semi residential and commercial areas efficiently. The concept design of transit-oriented development is to have the infrastructure of utilities system covering the areas completely, upgrading and promoting the economic areas and integrated development of tourism and environment mixed with the public participation from stakeholders. The transit-oriented development in 1 kilometre can be divided into 4 parts: the district development suggestion plan, open space and green belt plans, transport network suggestion plan, traffic system suggestion plan and water transport suggestion plan. In summary, the conceptual plan of this station can handle the number of populations around 30,000 people which is increased from the existing area around 50 percent in the radius of 1 kilometre. The conceptual plan was developed in this study can promote the number populations to use the public transit system more and help the public transit system investment to be more worth.
